Homeless, beggars, and the disabled are taken to the Da Nang City Social Welfare Center. The Center is understaffed and underfunded; it lacks resources and the quality of care is low. This young man, Khiem lived the majority of his life at the Da Nang City Social Welfare Center. He was unable to communicate verbally and was likely on the Autism Spectrum. He spent most of his days tied to a chair alongside 3 other boys with similar disorders. He passed away one week ago and the truth is ... there's not many #people who #care that he's gone.
