SCAM ALERT: EESA SCAM The Delaware County Sheriff's Office has received notice of yet another SCAM operating via FACEBOOK MESSENGER. As mentioned, this scam presents itself via FACEBOOK MESSENGER and is referred to by the scammers as the EESA (Emergency Economic Stability Act) grant opportunity. Several county residents have recently reported receiving these messages from accounts purporting to be a "friend" on FACEBOOK. It is believed that the Facebook accounts of legitim...ate "friends" have been "hacked" by the scammers, thus providing an opportunity for the scammers to send out messages to "friends" attempting to elicit personal information and/or to convince the recipient to send money for prize taxes, delivery charges for prizes won etc. Any messages received on FACEBOOK or on FACEBOOK MESSENGER which requests personal or financial information should be disregarded and immediately deleted, as the legitimate identity of the person making the request is typically unknown. Press Release: Mental Health and Crisis Intervention Training for 1st Responders Recently, the Delaware County Sheriff's Office entered into an agreement with Chenango Health Network to provide our Sheriff's Deputies with crucial Mental Health and Crisis intervention Training designed to address identified substance use disorders and mental health issues in Delaware County. These training services are for a period of five years and are funded through a grant by the Substance... Abuse and Mental Health Services Administration (SAMHSA). This grant and the training is part of our Police Reform Plan. Yesterday, Tiffani Gager, Case Manager and Community Health Worker for Chenango Health Network delivered our agency a number of "Do It for You" Comfort Bags intended to be distributed by Law Enforcement personnel who have interaction with youths in crisis situations. These comfort bags include a teddy bear, water bottle, coloring book, colored pencils and a mask in a backpack. We cannot thank Tiffani, Chenango Health Network and SAMHSA enough for providing these Comfort bags as well as the invaluable training opportunities which will follow. This program will not only assist our Deputies and all First Responders today, but will continue to be progressive and funded 5 years into the future at no cost to Delaware County taxpayers!

Press Release: January 12, 2021 From the Sheriff’s Desk... Let’s Work Together For A Better 2021 DELHI - From a very young age I had a strong desire to help people. To rescue, save, assist people in need. This desire was especially prevalent for those who were victims; not of just crime but of other unfortunate circumstances. Entering my 36th year in law enforcement nothing has changed for me. From an 18-year-military police officer, to the privilege of being your Delaware County Sheriff, I have dedicated my life to upholding equal justice under the law, helping people and protecting victims. What we have seen play out as far as violence and attacks on our democracy during 2020 and now into 2021 is disgusting and unacceptable. From the burning of our police precincts, assaults on federal court houses, destroyed and looted business, to last week’s reprehensible attack on our Capitol building, it is time to say enough is enough with all of the violence that has divided our country. Moreover, the unprovoked attacks and murders of the brave police officers who are caught in the middle of these firestorms represents a systematic breakdown in the rule of law in our Country that is unprecedented. The violence must end, period. We have a system in place to air our grievances in the United States of America. Committing violence and acts of terrorism is an outright erosion of the Constitution that makes us a free republic. We have free courts and free electionsmany have made the ultimate sacrifice for these fundamental principles that are the glue and fabric of our democracy. The time has come for us to put this violence aside and come together. Scripture, specifically Colossians 3:13, tells us to Bear with each other and forgive whatever grievances you may have against one another. Let peace rule in your hearts, since as members of one body you were called to peace. I feel we all can all benefit from this guidance to strive and make the world a better place for all of us. In closing, please know that the dedicated members of the Delaware County Sheriff’s Office are deeply committed to our communities. We, and our citizens, desire a society where all can live in true peace. Your Sheriff’s Office will faithfully keep the peace for all County residents and will never tolerate any form of mob rule or lawlessness that acts in contradiction to our democracy and US Constitution. PRESS RELEASE: October 22, 2020 Sidney, NY Sheriff Craig S. DuMond announced that a traffic-stop on River Street in the Village of Sidney Thursday night, October 22, 2020, resulted in the arrest of a Sidney man for possession of marihuana. ... When Sheriff’s Deputies stopped a vehicle for an equipment violation, they detected the odor of marihuana coming from the vehicle. Further investigation led to the seizure of marihuana from the vehicle and the arrest of the vehicle operator, 33-year-old Carmine J. DeClemente, III, of Sidney, NY. DeClemente was issued an appearance ticket charging him with unlawful possession of marihuana in the second degree and a traffic summons for operating a vehicle with no headlight. Carmine was released and directed to appear in the Village of Sidney Court on a later date to answer the charges.

Sadly, Delaware County has been notified of one death today. We send our deepest condolences to the family and friends impacted. The recent uptick in cases continues in the Southern Tier region so please continue to practice social distancing, wear face coverings when out in public, and wash your hands regularly. As the weather turns colder and we are spending more time these practices are even more important. The numbers in Delaware County are generally stable as we continue to report several recoveries along with new cases. Delaware County Public Health posts a daily dashboard to show how many new cases and recoveries are reported each day. You can find the dashboard posted to the Delaware County webpage at: https://www.co.delaware.ny.us Delaware County is reporting two (2) new cases of COVID-19 today. The known active cases in the County as of today is now 15. To date there have been 157 confirmed positive cases of COVID-19 in Delaware County, with 119 people now under mandatory quarantine and no one under precautionary quarantine. As of today eleven (11) people are isolated and receiving care at home and four (4) people are isolated in the hospital, 9 people have died and 133 have fully recovered and are no longer isolated or receiving care. DuMond announced that a traffic-stop on State Route 8 in Masonville on Monday, October 19, 2020, resulted in Sheriff’s Deputies arresting and charging 39 year-old Thomas J. Kamp, of Honesdale, Pennsylvania, with one count of aggravated unlicensed operation of a motor vehicle in the third degree and speed exceeding 55 miles per hour. ... PRESS RELEASE: Amandamarie Herzog October 26, 2020 Downsville, NY Today, Sheriff Craig S. DuMond announced that a woman is facing a number of charges following a domestic dispute in Downsville early Sunday morning, October 25, 2020.... Early Sunday morning, Delaware County Sheriff's Deputies responded to a domestic dispute in the village of Downsville. An investigation by Deputies revealed that the victim had been physically struck and choked by the woman who also damaged the victim’s smart phone and laptop computer. Further investigation revealed that the woman had left her two minor children unattended in her residence while she visited the victim’s home where the domestic dispute occurred. Deputies subsequently arrested and charged 33 year-old Amandamarie Herzog, 33, of Downsville, New York, with one count of harassment in the second degree, two counts of endangering welfare of child, one count of criminal obstruction of breathing or blood circulation and two felony counts of criminal mischief third degree. Herzog was arraigned, via virtual teleconference, by on-call Deposit Village Court Justice Paul Lantz and, due to New York State Bail Reform legislation, was released on her own recognizance following the issuance of a Temporary Order of Protection for the victim. Herzog is scheduled to appear in the Town of Colchester Court on a later date to answer the charges. Speaking on the arrest, Sheriff Craig DuMond remarked, Another bail reform success storyanother opportunity to clearly illustrate the Governor and State Legislature are more concerned about the rights of criminals over the victims they create.

Press Release: SUPER STAR AWARDS October 26, 2020 DELHI, NY Today, Sheriff Craig S. DuMond recognized (4) local Fire and EMS providers with Sheriff Super-Star awards for heroic actions while assisting a Deputy Sheriff on September 3rd in the Town of Sidney.... Advanced EMT Channing Gielskie and EMT Hayden Hagenbuch of Sidney Emergency Medical Services as well as Chief David Gill and Assistant Chief Cody Lambrecht of the Sidney Center Fire Department were all recognized for assisting the Deputy in subduing a subject who resisted arrest and became extremely violent while experiencing a mental health crisis. The subject who was suffering a significant hemorrhage from a self-inflicted knife wound was also later found to be in possession of a firearm and ammunition when Deputies subsequently searched his vehicle. Speaking on the awards, Sheriff DuMond remarked, At one point during the struggle, this subject had his arm around the Deputy’s neckif it weren’t for the heroic actions of these EMTs and Firefighters, the situation may have turned grave. We are extremely grateful for our partnership with the local Fire and EMS serviceit doesn’t matter what color uniform we wear or the difference in shoulder patch, we are all on the same team. We appreciate your service to our communities and the outstanding level of care you provide, the Sheriff concluded.

NOTICE: Mandatory Seatbelt Use for Back Seat Passengers Effective November 1, 2020, the NYS Vehicle and Traffic Law requires that ALL back seat passengers in a motor vehicle be restrained by a safety belt or an appropriate child restraint system (as outlined by NYS Vehicle and Traffic Law).... This newly passed law amends the former law which only required that back seat passengers under the age of 16 be restrained by a seatbelt or an appropriate child restraint system dependent on age/height/weight. PRESS RELEASE: October 22, 2020 Franklin, NY Today, Sheriff Craig S. DuMond announced that a Walton man is facing charges following a head-on collision on County Highway 21 in the Town of Franklin on Wednesday afternoon, October 21, 2020. ... At approximately 5:30 p.m. on Wednesday afternoon, Delaware County Sheriff's Deputies, along with members of the Franklin Fire Department, Franklin and Walton Volunteer Emergency Squads and Sidney Ambulance responded to a 911 report of a two car accident on County Highway 21 near the intersection of Leland Hull Road. Responding units arrived to discover the two vehicles had collided head-on causing one vehicle to overturn several times before coming to final rest. Investigation by Deputies determined that 50 year-old Jeffrey A. Lewis, of Walton, NY, was driving in a southerly direction when his vehicle crossed over the center line and collided with a northbound vehicle being driven by 62 year-old Wayne R. Knorr, of Laurens, NY, causing the Knorr vehicle to overturn several times. Knorr was subsequently transported to Fox Hospital, Oneonta, NY, by Sidney Ambulance, for treatment of a head injury. Lewis was transported to Delaware Valley Hospital, Walton, by Walton Emergency Squad, for treatment of a possible head injury. Further investigation by Deputies determined that Lewis’ driving privileges were revoked as a result of previous alcohol related offense. Lewis was subsequently charged with aggravated unlicensed operation of a motor vehicle in the second degree, operation of a motor vehicle without an ignition interlock device, failure to keep right and unlicensed operation of a motor vehicle. Due to New York Bail Reform, Lewis was issued traffic summonses and was directed to appear in the Town of Franklin Court on a later date to answer the charges. Alcohol was not a contributing factor in this accident.

PRESS RELEASE: October 23, 2020 Fleischmanns, NY This morning, Sheriff Craig S. DuMond announced that a Fleischmanns man has been arrested and charged with murder following a domestic dispute in the Village of Fleischmanns that happened on Thursday night... At approximately 10:50 p.m. Thursday night, Delaware County Sheriff's Deputies, New York State Police and the Margaretville Hospital Ambulance were dispatched to a reported stabbing at a residence on Main Street. The stabbing victim, 27-year-old Eric Hall, was transported to Margaretville Memorial Hospital and succumbed to the injury. Upon arrival, Sheriff’s Deputies identified the suspect as 19 year-old Dakota Hall. Hall, the brother of the victim, was taken into custody without incident by Deputies, assisted by New York State Troopers. Following further investigation, Sheriff’s Deputies and Sheriff’s Investigators arrested and charged Hall with murder in the second degree. Hall was arraigned before Judge Lance and was ordered to be held without bail in the Delaware CountyCorrectional Facility. This case, an apparent domestic dispute, remains an active, on-going investigation being conducted by members of the Delaware County Sheriff's Office and New York State Police Forensic Identification Unit. Sheriff DuMond indicates further details will be released as the case develops.
