How many years do you think it took to erode the face of this foundation wall?

I had enough room to stick the camera in under the skirting for the first pic. I saw enough to make me go back the next day and get permission to remove the skirting on the other side. Surprise!

More of the zany antics of those madcap cable installers! What's your guess? Did they break the basement window to install the wiring? At least, they taped up the hole like a pro would, instead of using "Fix a camp" spray foam.
