While most were sleeping Police Officer Timothy Zalesny, along with other members of the MVPD, were investigating a stolen vehicle when a suspect returned and attempted to take ownership of the vehicle. After a brief foot pursuit the suspect was apprehended. The stolen vehicle was recovered and found to contain an illegal 40Cal. On October 1, 2020, at approx. 10:48 pm members of the Mt. Vernon Police Department responded to the area of 47 Grove St on a report of two gunshot victims. Upon arrival, officers observed two individuals who appeared to have been run over by a vehicle. One victim, who was later identified as Romo Jeffress (43-year-old Mount Vernon resident) was pronounced dead on arrival by paramedics. The other victim, a 35-year-old Mount Vernon resident, suffered non-fatal injuries to his leg and shoulder. At the time of the incident, there were no suspects on the scene. The City of Mount Vernon under the leadership of Mayor Patterson- Howard and Police Commissioner Glenn Scott have launched the Mount Vernon Police Reform Commis...sion (MVPRC). The work done by the commission will coincide with the reform agenda Mayor Patterson-Howard launched at the beginning of 2020. With the hiring of Commissioner Scott, the police department has already created new policies, procedures, training, and other reforms. Since July, under the leadership of Deputy Commissioner Jennifer Lackard, the idea of police reform has been front and center for the Mount Vernon Police Department. Her work to date has been integral in reforming the Police Department and will go along with the focus areas outlined below. Together, we are looking forward to the exciting and community-centered work to ensure that we create a safer Mount Vernon where residents are treated equitably. That includes taking up the mantle of 21st Century policing, following recommendations from the Obama Foundation, and changing the culture of policing in Mount Vernon.
