Shackles on pregnant women p[prisoners banned but still happening. A new Maryland law signed in April outlaws the shackling of women prisoners in labor or while giving birth. The state was joined soon after by Minnesota and, Massachusetts. 18 states have similar laws, but in fact,prisons and jails ar3e still doing it..
