NEW HARTFORD POLICE DEPARTMENT 8635 CLINTON STREET, NEW HARTFORD, NEW YORK 13413-2850 - - - - - Press Release - - - - - December 7th 2020... NEW HARTFORD WOMAN ARRESTED FOLLOWING AN INVESTIGATION INTO PROSTITUTION OFFENSES Recently the New Hartford Police Department conducted an undercover prostitution sting at 15 Doris Road in the Town of New Hartford. New Hartford Police have received multiple reports about the quality of life, drug trafficking and prostitution-related offenses originating from this residence. Officers from The New Hartford Police Department with the assistance of The Utica Police Department Special Investigation Unit executed a search warrant on this residence where Carrie Reichenbach, age 46 was arrested for a prostitution related offense. Residents: Joshua Hanrahan, age 36 and Crystal Alfred age 35 were also arrested having warrants out of the City of Utica. Numerous scales, drug paraphernalia and US currency were seized from this residence. Reichenbach was issued an Appearance Ticket and is to appear in the Town of New Hartford Local Criminal Court in January 2021. The investigation is ongoing, and more charges maybe filed pending the results of the suspected narcotics seized that are being sent to the New York State Lab. TRAVEL ADVISORY TEMPORARY BRIDGE CLOSURE ROUTE 8 NORTH & SOUTHBOUND OVER KELLOGG ROAD Town of New Hartford, Oneida County... The New York State Department of Transportation Utica Regional Office has issued the following travel advisory for motorists in the Town of New Hartford, Oneida County: On Friday, November 6 starting at 9:00PM through Monday, November 9, 2020 the Route 8 Bridge over Kellogg Road will be closed to traffic so the contractor can pour the bridge link slabs. The bridge is scheduled to reopen to traffic on Monday morning at 6:00AM. Variable message signs (V.M.S.) have been in operation notifying local motorists of the bridge closure. Signed detours will be utilized to advise motorists of the bridge closure and direct traffic to the appropriate detour routes. Motorists are urged to slow down and drive responsibly in work zones. Fines are doubled for speeding in a work zone. Convictions of two or more speeding violations in a work zone could result in the suspension of an individual’s driver license. It was recently brought to the attention of the New Hartford Police Department that earlier this week there was an individual attempting to sell dealer space at the New Hartford Recreation Center for a craft fair through a Facebook vending and crafting platform. This event was reported to be held on the weekend of December 5th, and 6th 2020 and the vending space was selling for $70 per booth. At this time the police department would like to confirm that there is not a craft fair scheduled at the Recreation Center during the above mentioned weekend. The police department would also like users to remain vigilant and please report any type of online activity you feel may be criminal in nature.

MVWA Snowden Hill Road Water tank in Honor of fallen New Hartford Police officer Joseph D. The new 1.2 million-gallon Snowden Hill Road Water Storage Tank bei...ng dedicated to Officer Corr will provide water storage for domestic use and fire protection for MVWA customers in the higher elevation areas of South Utica and in the Towns of New Hartford and Frankfort. Constructed at a cost of $2.4 million, the concrete tank is 50 feet tall and 64 feet in diameter and has a service life of over 75 years. The Tank will support future Regional Water System growth and is the 9th new water storage tank constructed by the MVWA under their Capital Improvement Program. It’s been a great opportunity working with the water Authority. This valued asset will bring better water pressure to residences in new Hartford and also would be a benefit for fire protection.

- - - - - Press Release - - - - - UTICA MAN CHARGED IN NEW HARTFORD BURGLARIES October 27, 2020... In August 2020 the New Hartford Police Department began to investigate two Burglary complaints in the Forest Rd area of the Town. The investigation culminated in the arrest of Qasim Brown age 19 of Utica being arrested and charged with one count of Burglary 2nd Degree and one count of Attempted Burglary 2nd Degree, both felonies. Brown is accused of entering the home of an occupied residence in the early morning hours and attempting to enter another neighboring occupied residence through a front door as well. Brown was arraigned in the Town of New Hartford Court and remanded to the Oneida County Jail in lieu of $2500 cash bail or $10,000 bond. Utica Man Injured in Crash on Genesee St A Utica man was injured in a motor vehicle accident Genesee St in New Hartford Sunday. The accident happened on Genesee St near Paris Rd. in the Village of New Hartford. According to Officer Jeffrey Emerson on 10/4/2020 at 2:02 am the New Hartford Police were called to a personal injury motor vehicle accident on Genesee St in the village of New Hartford. Upon arriving on scene officers found one vehicle had been involved in the accide...nt. After interviewing the operator of the vehicle and witnesses it was discovered that a gray Honda Civic being operated by Mohammed Al-Nassar, age 25, of Utica was traveling west on Genesee St when it left the roadway and struck a utility pole and a fire hydrant. Al-Nassar suffered multiple injuries and was transported to St. Elizabeth’s hospital by a Kunkle Ambulance. Investigation into the accident further revealed that the plates on Al-Nassar’s vehicle did not match the vehicle he was driving. Al-Nassar was issued multiple traffic tickets that he will appear in court on at a later date. - - - - - Press Release - - - - - September 25, 2020 Arrest Made Following Reported Attempted Burglary... The New Hartford Police Department charged Eric Stockwell , 23, of Utica, NY with Attempted Burglary in the Second Degree a Class D Felony and False Personation a Class B Misdemeanor following a report of a male unlawfully attempting to gain access to a home on Homestead Rd while the resident was home. The incident occurred during the afternoon on 09/25/20. It was reported that the resident awoke when someone tried to gain access to the home. When the homeowner encountered the suspect, the suspect fled on foot. Responding New Hartford Police Officers located Stockwell shortly afterwards while he was trying to flee the area. When captured by police Stockwell provided false information in relation to his name, date of birth, and address. Stockwell’s identity was later confirmed through further investigation. Following the investigation Stockwell was brought to the Oneida County Jail for pre-arraignment detention and will be arraigned in Oneida County CAP court later on 09/25/20.

- - - - - Press Release - - - - - September 3rd, 2020 Arrest Made Following Reported Armed Robbery... The New Hartford Police Department charged Joseph A. Lumbrazo, age 20 of Utica, NY with Burglary in the Second Degree a Class C Felony and Criminal Trespass in the Second Degree a Class A Misdemeanor; following a report of a Robbery at gunpoint within the New Hartford Hotel during the early morning hours of September 3rd, 2020. Initial reports made to the Oneida County Dispatch Center indicated a male had pointed a firearm at a resident of the Hotel, and stole property from him, before fleeing the area. During the initial interview with the Victim of the incident, details of the Suspect’s description were obtained by Police and a BOLO message was provided to surrounding Police Agencies. Approximately 10 minutes after the BOLO message was broadcasted over the radio, New York Mills Police located an individual matching the description at the Cliff’s Local Market on Commercial Dr. The subject was detained, and an identification procedure was conducted, confirming he was the male Police were looking for. The male was identified as Joseph A. Lumbrazo, and was taken into Police custody. Through the investigation it was determined that during the incident reported to Police, Lumbrazo was never armed with a firearm, and as a result was charged with Criminal Trespass. Further investigation revealed that Lumbrazo is alleged to have committed a Burglary involving the same room at the New Hartford Hotel approximately four hours previously. Following his apprehension, Lumbrazo was arraigned at Oneida County CAP Court, and released on his own recognizance.

- - - - - Press Release - - - - - September 1st , 2020 Arrest Made Following Burglary... The New Hartford Police Department charged Robert L. Hepburn, age 21 of Madison, NY with Burglary in the First Degree a Class B Felony and Criminal Mischief in the Fourth Degree a Class A Misdemeanor, following a report of a home invasion which occurred during the early morning hours of August 12th, 2020. According to the New Hartford Police Department, Officers were dispatched to the Seneca Mobile Manor at approximately 03:45 am, for a report that two males broke into a residence within the park; while one of the males was reportedly armed with a firearm. It was reported to Police that one male fled the area, while another who was identified as Hepburn, was located in the area and taken into custody by responding New Hartford Police Officers. Following his apprehension, Hepburn was arraigned at Oneida County CAP Court, and remanded in lieu of bail. The criminal investigation into the incident is still ongoing, and additional arrests are pending.
