In 2019, the organizational capacity of CSOs did not change. Some donors invested in building staff capacity, improving monitoring and evaluation, and strengthening organizational management, but issues of weak systems, staff retention, and mission drift persisted. Lack of inappropriate documentation is communal in Liberia, although CSOs must register with the Liberian Business Registry for Tax purposes, obtain accreditation from the NGO Coordination Unit, and sign memoranda of understanding with the government ministries or agencies responsible for the sectors in which they will work.
