Although the second phase (Phase 1b) has begun, hospitals have been directed to continue to prioritize eligible Phase 1a workers. Phase 1b includes a wide range of essential frontline workers, such as teachers, first responders, public safety and mass transit workers, and New Yorkers age 75 and older.
